Certification requirements
Regulatory requirements in this area have become a lot stricter in recent times. To help you and your certifier navigate this area, we have listed out below as succinctly as possible the various requirements we need to adhere to:
Suitable certifiers
The following parties are able to certify your documents:
- Lawyer
- Judge
- Notary public
- Accountant
- Actuary
- Chartered company secretary
- Senior civil servant
- Serving police/customs officer
- Officer of an embassy/consulate/high commission
- Director/officer/authorized signatory of a regulated entity
Note: Even if you hold the required qualifications to be a suitable certifier, you can’t certify your own documents.
Certifier details
Every certification must be accompanied with the following details:
- Date
- Signature
- Name
- Capacity
- Professional qualifications
- Contact address
- Contact telephone number
Certification timing
Certification must be conducted within three months of submission to us.
Required attestation format for photo ID
The attestation wording must confirm three elements:
- the copy is a complete and accurate copy of the original document; and
- the original document has been presented before the certifier; and
- the photograph within the document bears a true likeness to the individual named therein.
Example: “I certify this to be a (i) complete and accurate copy of the original document which has been (ii) presented before me and that (iii) the photograph therein bears a true likeness to the individual named therein.”
Required attestation format for address proof (or corporate documents)
The attestation wording must confirm two elements:
- the copy is a complete and accurate copy of the original document; and
- the original document has been presented before the certifier.
Example: “I certify this to be a (i) complete and accurate copy of the original document which has been (ii) presented before me.”
Below methods can be completed by either digital means (via secure software such as Docusign, Adobe Pro, Scrive) or simply traditional pen-and paper.
Method 1: Certifying on document page
Each document must carry a complete certification at its front page.
Example:
I hereby certify this is: a complete and accurate copy of the original document which has been presented before me; and the photograph within the document bears a true likeness to the individual named therein.

Method 2: Certifying using Certification Certificate
The Certification Certificate here contains all the required information fields and format requirements, interactively fillable and printable.
Method 3: Certifying using Private Cover page
Cover page must entail name of each documents being certified.
Example:
I hereby certify the attached copies (being the passport of Jane Brown issued on 31 March 2017 and numbering one page; and the electricity bill of Jane Brown issued 23 January 2022 and numbering four pages) are complete and accurate copies of the original documents which have been presented before me; and the photograph within the passport bears a true likeness to the individual named therein.
