Gambling Regulatory Authority of Ireland: strategic goals and timelines for 2025-2027

The Gambling Regulatory Authority of Ireland has released its inaugural Strategy Statement for 2025 to 2027, as required by section 30 of the Gambling Regulation Act 2024.  

In this article, Ogier's Sports team in Dublin explores the strategic focus of the Gambling Regulatory Authority of Ireland's (GRAI) strategic focus, how the Gambling Regulation Act 2024 shapes industry obligations and examine what the Strategy Statement (the statement) means for stakeholders as the regulatory landscape in Ireland evolves. 

The roadmap

Although the Gambling Regulation Act 2024 does not provide a timeframe for which the strategic goals must be met, it places an obligation for progression on the regulatory authority.  

The statement sets six strategic areas that the GRAI intends to focus on for the development of a robust regulatory and licensing regime for Ireland's gambling industry, with the overall aim of strengthening gambling regulation: 

  • licensing

  • monitoring and compliance

  • enforcement

  • consumer protection and awareness

  • people, organisation and governance

  • digital first
     

The Irish gambling industry will pay particular attention to the following deliverables and timelines, which will impact the operation of the Gambling Regulation Act 2024 and the GRAI's application of its powers in practice: 

Strategic goal GRAI deliverable
Licensing
  • A central registry of licensed operators

  • Procedures and policies for business to consumer, business to business and charitable and philanthropic license

  • A self-financed regulatory authority, with a standardised fee structure for licensed operators within three years

Monitoring and compliance
  • Rollout of annual compliance regime-based programmes of inspections and monitoring by July 2026

  • Large-scale enquiries and investigations where required
Enforcement 
  • Investigations and Civil and Criminal Enforcement Unit for enforcement and investigation by Q3 2026

  • Development of clear, well-defined enforcement processes and procedures

  • Creation of a Sports Integrity Framework to protect sports betting integrity
Consumer protection and awareness
  • Develop high-quality repository of evidence-based gambling research as well as an Education and Awareness Programme in 2026

  • Rollout of the Social Impact Fund and an evaluation system providing objective measurement of problem gambling
People, organisation and governance
  • Governance by internal controls and independent reviews
Digital first
  • Purpose-built and secure digital regulatory platforms

  • Deployment of the National Gambling Exclusion Register online


Monitoring 

The Gambling Regulatory Authority of Ireland will monitor its success in achieving these objectives by:  

  • developing annual work plans with clear timelines and key performance indicators

  • producing an annual report and financial statements for submission to the Minister for Justice, Home Affairs and Migration

  • delivering statutory functions in accordance with legislative rollouts

  • reviewing and reporting on the outcomes and impacts of annual work plans

  • reviewing governance and compliance requirements and reporting findings

  • actively engaging with stakeholders to ensure ongoing cooperation

The GRAI's statement provides a clear vision to modernise gambling regulation while placing an emphasis on public protection and streamlined licensing processes. It provides stakeholders in gambling and other related industries with a roadmap to the full establishment of gambling regulation in Ireland.
