The Gambling Regulatory Authority of Ireland has released its inaugural Strategy Statement for 2025 to 2027, as required by section 30 of the Gambling Regulation Act 2024.
In this article, Ogier's Sports team in Dublin explores the strategic focus of the Gambling Regulatory Authority of Ireland's (GRAI) strategic focus, how the Gambling Regulation Act 2024 shapes industry obligations and examine what the Strategy Statement (the statement) means for stakeholders as the regulatory landscape in Ireland evolves.
Although the Gambling Regulation Act 2024 does not provide a timeframe for which the strategic goals must be met, it places an obligation for progression on the regulatory authority.
The statement sets six strategic areas that the GRAI intends to focus on for the development of a robust regulatory and licensing regime for Ireland's gambling industry, with the overall aim of strengthening gambling regulation:

enforcement
consumer protection and awareness
people, organisation and governance

The Irish gambling industry will pay particular attention to the following deliverables and timelines, which will impact the operation of the Gambling Regulation Act 2024 and the GRAI's application of its powers in practice:

The Gambling Regulatory Authority of Ireland will monitor its success in achieving these objectives by:
developing annual work plans with clear timelines and key performance indicators
producing an annual report and financial statements for submission to the Minister for Justice, Home Affairs and Migration
delivering statutory functions in accordance with legislative rollouts
reviewing and reporting on the outcomes and impacts of annual work plans
reviewing governance and compliance requirements and reporting findings
actively engaging with stakeholders to ensure ongoing cooperation
The GRAI's statement provides a clear vision to modernise gambling regulation while placing an emphasis on public protection and streamlined licensing processes. It provides stakeholders in gambling and other related industries with a roadmap to the full establishment of gambling regulation in Ireland.
